Public Sector Services

What we deliver on government contracts

Scoped to the way agencies actually buy: recurring managed services, defined-deliverable projects and labor-hour task orders.

Help Desk & End-User Support

Tiered service desk operations, on-site desktop support, device deployment and refresh, account provisioning and offboarding, measured against contract-defined service levels and reported monthly.

Cybersecurity Services

Security assessments and gap analysis, continuous monitoring, vulnerability management, endpoint detection and response, incident response support and security awareness training programs for agency staff.

Website Development & Accessibility

Public-facing site design and development, content migration, WCAG 2.1 AA and Section 508 conformance testing, accessibility remediation of existing pages and documents, and ongoing maintenance.

Application Development & Integration

Custom web and mobile applications, workflow automation, database design, API and system integration, reporting dashboards and modernization of legacy or spreadsheet-based processes.

Cloud & Infrastructure Modernization

Microsoft 365 and Azure migration and administration, identity and access management, virtual desktop, server consolidation, backup and disaster recovery design with documented recovery objectives.

IT Staff Augmentation

Qualified system administrators, help desk technicians, security analysts and developers supplied against labor categories, with resume submission, clearance coordination and surge scalability.

Document Digitization & Remediation

Scanning, indexing and metadata capture, plus PDF accessibility remediation so published documents meet Section 508 requirements for screen reader users.

Assessments & Independent Review

Independent technical assessments, risk registers, control gap analysis mapped to NIST 800-53 and NIST 800-171, and written management plans suitable for inclusion in agency reporting.

Hardware & Software Procurement

Sourcing through national distribution with competitive pricing, standardized configurations, asset tagging, staging and delivery coordination against contract line items.

How We Contract

Four routes to putting CIRRUS on your contract

We are equally comfortable holding the contract and supporting the firm that does.

1

Prime Contractor

We bid, hold and perform the contract directly, managing scope, invoicing, reporting and any subcontractors required to meet the statement of work.

2

Subcontractor to a Prime

We supply defined technical scope under an established prime — help desk, security, development or accessibility work — with our own tooling and documented deliverables.

3

Teaming & Joint Ventures

Formal teaming agreements and joint ventures for larger solicitations, including mentor-protégé arrangements and small business participation goals.

4

Staff Augmentation

Qualified personnel supplied against labor categories on an existing vehicle, with rate cards, resumes and background screening coordinated in advance.

Standards & Compliance

Built to survive a technical evaluation

Public sector work carries obligations that commercial work does not. Our delivery practices are aligned to the frameworks agencies cite in their solicitations, and we document conformance rather than assert it.

  • Section 508 & WCAG 2.1 AA — accessibility testing built into every web and document deliverable, with a conformance report on handoff
  • NIST Cybersecurity Framework & NIST 800-171 — control mapping, gap assessment and evidence collection for controlled unclassified information environments
  • CIS Critical Security Controls — baseline hardening standards applied to managed endpoints and servers
  • HIPAA — safeguards, risk assessment and business associate obligations for health-related agency programs
  • Data residency & retention — configurable backup retention and log retention to match records schedules
  • Personnel screening — background checks and agency-specific onboarding coordinated before staff are placed

Procurement FAQ

Questions from contracting officers and primes

Is CIRRUS registered to receive government awards?

Yes. CIRRUS maintains an active registration in SAM.gov with a Unique Entity ID, and is a registered vendor in eMMA, the eMaryland Marketplace Advantage procurement system used by Maryland state agencies and many local jurisdictions. Registration details and a formatted capability statement are provided on request.

What NAICS codes should we use for CIRRUS?

Our primary codes are 541512 Computer Systems Design Services, 541511 Custom Computer Programming Services and 541513 Computer Facilities Management Services. We also perform work under 541519, 518210, 561320 and 541690.

Will CIRRUS subcontract to a larger prime?

Yes, and it is one of our preferred routes to new agency work. We execute teaming agreements and non-disclosure agreements quickly, supply pricing and technical narrative for proposal volumes, and can support small business participation requirements.

Can you meet accessibility requirements on web deliverables?

Yes. Accessibility is designed in rather than remediated later. Deliverables are tested against WCAG 2.1 AA and Section 508 requirements using automated and manual screen reader review, and we provide a written conformance report. We also remediate existing sites and PDF documents.

Do you carry the required insurance?

CIRRUS maintains commercial general liability, professional liability and cyber liability coverage, and adjusts limits and additional insured endorsements to match contract requirements. Certificates of insurance are furnished at award.

How do we request pricing or a capability statement?

Send the solicitation or task order number, the scope summary and the response deadline to info@cirrusitr.com, or call (202) 984-0343. We will confirm bid or no-bid quickly rather than leaving a deadline in doubt.

Working an opportunity we fit?

Send the solicitation number and scope. We will respond with a capability statement, relevant experience and confirmation of bid or teaming interest.
